After the opening address by Dr. J. W. Cook, chairman of the meeting, who welcomed the participants and outlined the programme of speakers, Professor Michael Polanyi of Manchester University, chairman of the Committee on Science and Freedom, spoke on the background and activities of the Committee and showed how the apartheid issue fitted into the series of 'campaigns' which the Committee has fought on behalf of academic freedom.

How can a partial, revisable utopia of ‘decent society’ be used as a yardstick for assessing today’s impersonal forms of social integration? In economic life — this essay’s focus — Polanyi’s hopes that the ‘economic system’ might cease ‘to lay down the law to society’ is a start. Recently, financial firms sold commodified promises and obligations on the allure of democratizing credit and providing financial ‘choice’ to millions. Maria Markus’s concept is useful to ask whether the instrumental-ism of macro-economic concepts is a distortion of the institutions of money or intrinsic to them. In this work the distinguished physical chemist and philosopher, Michael Polanyi, demonstrates that the scientist's personal participation in his knowledge, in both its discovery and its validation, is an indispensable part of science itself. Even in the exact sciences, "knowing" is an art, of which the skill of the knower, guided by his personal commitment and his passionate sense of increasing contact with reality, is a logically necessary part. In the biological and social sciences this becomes even more evident. (...) The tendency to make knowledge impersonal in our culture has split fact from value, science from humanity. Polanyi wishes to substitute for the objective, impersonal ideal of scientific detachment an alternative ideal which gives attention to the personal involvement of the knower in all acts of understanding. His book should help to restore science to its rightful place in an integrated culture, as part of the whole person's continuing endeavor to make sense of the totality of his experience. I propose to bring fresh evidence here for my theory of knowledge and expand it in new directions. We shall arrive most swiftly at the centre of the theory, by going back to the point from which I started about twenty years ago. Upon examining the grounds on which science is pursued, I saw that its progress is determined at every stage by indefinable powers of thought. No rules can account for the way a good idea is found for starting (...) an inquiry; and there are no firm rules either for the verification or the refutation of the proposed solution of a problem. Rules widely current may be plausible enough, but scientific enquiry often proceeds and triumphs by contradicting them. Moreover, the explicit content of a theory fails to account for the guidance it affords to future discoveries. To hold a natural law to be true, is to believe that its presence may reveal itself in yet unknown and perhaps yet unthinkable consequences; it is to believe that such laws are features of a reality which as such will continue to bear consequences inexhaustibly. Because of the difficulty posed by the contrast between the search for truth and truth itself, Michael Polanyi believes that we must alter the foundation of epistemology to include as essential to the very nature of mind, the kind of groping that constitutes the recognition of a problem. This collection of essays, assembled by Marjorie Grene, exemplifies the development of Polanyi's theory of knowledge which was first presented in Science, Faith, and Society and later systematized in Personal Knowledge. Polanyi believes that the dilemma of the modern mind arises from the peculiar relation between the positivist claim for total objectivity in scientific knowledge and the unprecedented moral dynamism characterizing the social and political aspirations of the last century. The first part of Knowing and Being deals with this theme. Part two develops Polanyi's idea that centralization is incompatible with the life of science as well as his views on the role of tradition and authority in science. I propose to enquire here into the way we endow our speech with meaning and into the way by which we make sense of speech that we hear spoken. I shall show that, notwithstanding their informal character, these acts possess a characteristic pattern, a pattern that I shall call the structure of tacit knowing ; I shall show that to form such a structure is to create meaning . Both the way we endow our own utterances with meaning and our (...) attribution of meaning to the utterances of others are acts of tacit knowing. They represent sense-giving and sense-reading with in the structure of tacit knowing. My enquiry shall outline the total structure of language, comprising both its formal patterns successfully established by modern linguistics and its informal semantic structure, studied so far mainly by philosophy. I hope that it will become clear in the course of this paper what I mean by calling some elements of science unaccountable. Let me now say only that I shall speak of the contributions made to scientific thought by acts of personal judgment which cannot be replaced by the operation of explicit reasoning. I shall try to show that such tacit operations play a decisive part not only in the discovery, but in the very holding of scientific knowledge. Caught unawares, the traditional establishment is obliged to clarify its position on this new teaching which casts a spell over youth and which, overstepping the bounds of permissibility, is already in vogue. For once, (...) Fame has picked one who deserves it and, for that matter, one who is still living. Anyone who has studied philosophy cannot, when confronted by Heidegger’s work, fail to recognize how the originality and force of his achievements, stemming from genius, are combined with an attentive, painstaking, and close working-out of the argument—with that craftsmanship of the patient artisan in which phenomenologists take such pride. In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. It consists in delineating a domain where knowledge can be certain and in determining the criteria for the legitimate scope of knowledge. But this problem, as normal and as simple as it may appear, has deeper roots. That knowledge should need a criterion at all presupposes that truth is not identical to all that is known and that the course [End Page 11] of things can fail to correspond with the course of thought. “How does knowledge correspond to being?” is a more profound formulation of the problem of knowledge.But we are not going to touch anymore on the primordial phenomenon that generates the problem. The problem of correspondence between thing and thought presupposes a free activity of thought and its isolation in relation to the object. It is precisely this presupposition which renders their harmony and even their contact problematic. “How does the subject take leave of itself to attain the object?” is what the problem of knowledge, in the last analysis, boils down to. Its true source is thus the concept of “subject” as elaborated by modern philosophy. The cogito presided over the subject’s birth. The cogito was the affirmation of the privileged nature of the subject’s immanent sphere, of its unique place in existence; hence, the cogito was the specificity of the subject’s connection to the rest of reality, the sui generis nature which opens up the passage from immanence to transcendence, the passage from ideas contained in the thinking substance to 4 their “formal existence.”The concept of the subject, understood as a substance having a specific position in the entire domain of being, presents us with difficulties of two kinds.
